According to SIPRI, Russian military spending in real terms in 2012 was the highest it has been since Russian Federation's re-emergence as an independent nation, but is still far lower than the estimated military expenditure of the USSR in 1990 - its final full year of existence (US$291 billion at 2012 prices). Military expenditure is the expenditure by a country's government on their military forces, i.e. maintenance and operations, military research and development, Military aid, procurement, salaries, pensions, etc. World military spending refers to the aggregate global military spending by different countries - analysis of this data can help understand the status of a particular country as a SIPRI therefore discourages the use of terms such as ‘arms spending’ when referring to military expenditure, as spending on armaments is usually only a minority of the total.

The SIPRI researchers observed an increase in military spending in the states contiguous to Russia since the start of the Ukraine crisis. The leading Western countries feel comfortable having their terrified Eastern European neighbors as a buffer. They are not in a hurry to throw more money into the NATO pot.

According to SIPRI, China’s military spending tracked economic growth, remaining at a steady 2 to 2.2 percent of GDP. In absolute terms spending increased by 9.7 percent to $ 216 billion dollars. According to the report, Ukraine’s spending grew by 23 percent in 2014, totaling $4 billion, in keeping with preliminary estimates.

Despite the annual decreases in 2015–18, increases in other years meant that total African military spending grew by 17% over the decade 2010–19, SIPRI said. Military spending by countries in North Africa is estimated to have totalled $23.5 billion in 2019, representing 57% of the total for Africa.
